Recently Governor Pritzker signed Senate Bill 1863 into law. The provisions are designed to make voting easier and safer during the COVID-19 pandemic.
- The new law creates a State Holiday for November 3rd, 2020 (Election Day)

VOTE BY MAIL |
- By August 1st, vote by mail applications will be sent to all voters who voted in the 2018 General Election, 2019 local elections or the 2020 primary
- These voters will get a reminder in September and October notifying them of their ability to vote by mail
- Anyone newly registering to vote may have their voter registration serve as an application to vote by mail
- In many locations, voters may apply to vote by mail online on the website of their local election authority
- The State Board of Elections will create a universal vote by mail application to be available on their website
- Election authorities must accept vote by mail ballots even if they do not have postage or if the postage is incorrect
- Election authorities to create drop boxes for vote by mail ballots

IN PERSON VOTING |
- Each election authority must have a universal voting site (where anyone in the jurisdiction can vote) available on Election Day
- Allows election authorities to create curbside voting for all voters
- Expands early voting hours beginning on October 19th
- Allows for the establishment of early voting hours for those with pre-existing health conditions, including COVID-related conditions
- Allows 16- and 17-year-old Illinois residents to serve as election judges
