October 11, 2003 - Bill of Rights Celebration

The ACLU of Illinois Board of Directors have conferred honors for six (6) outstanding defenders of, and advocates for, basic civil rights, civil liberties and constitutional rights. The awards will be presented at the organization’s annual Bill of Rights Celebration, Saturday evening, October 11, in the Crystal Ballroom at the Hyatt Regency Chicago. This year’s honorees demonstrate the breadth of the issues and concerns that comprise the ACLU’s agenda in defense of constitutional values. Among those to be feted are a lawyer who has worked on the front lines of our litigation efforts, a nationally syndicated columnist who devotes his regular column to critical civil rights/civil liberties issues, a talented accountant who has guided the organization on financial issues for many years, a downstate journalist who has highlighted issues of concern to the region’s lesbian, gay, bisexual and transgender persons, a successful Chicago restaurateur, activist and (now) public official who has promoted equal treatment for persons from the GLBT community and another Central Illinois activist who successfully secured passage of an equal rights ordinance in his community – overcoming bias, bigotry and bombast from opponents. Each o f these outstanding individuals has served their community, the State of Illinois and the nation by working for fairness, access to justice, equality and fundamental constitutional rights, and have devoted their energies, intellect and talents to issues vital to the central mission of the American Civil Liberties Union.

The Roger Baldwin Award is being presented to Roger Pascal, a leader and partner in the Chicago law firm Schiff Hardin & Waite. As General Counsel to the ACLU of Illinois for many years, Mr. Pascal has shared his time, enthusiasm and legal skills with the organization for nearly four decades. He was recruited to work on this first ACLU case just out of law school – the landmark Gautreaux case challenging racially discriminatory site selection by the public housing authority in Chicago. Since that time, Mr. Pascal has assisted the ACLU directly in cases addressing issues as diverse as assuring educational opportunities for the children of workers at a horse track, challenging the adequacy of care received by mental health patients in Illinois and addressing the placement of permanent religious displays on publicly owned property.

In addition to his direct representation, Roger Pascal continues to serve as a partner to the ACLU of Illinois in all of our legal efforts. His good judgment and considerable legal talents constantly are working to improve adherence to constitutional rights and traditions in our state. His is an example of service and commitment for all members of the legal profession and all persons committed to preserving the constitution and assuring equal access to justice.

Natalie Saltiel, a devoted ACLU member and volunteer leader for more than fifty years is awarded the Annetta Dieckmann Volunteer Award. Ms. Saltiel has volunteered her professional services, advise and counsel as a Certified Public Accountant helping the ACLU of Illinois achieve necessary financial controls and security. Although this work often goes underreported and without recognition when looking at all the organization’s accomplishments, Ms. Saltiel’s contribution to modernizing and securing the organization’s financial processes and circumstances has provided a strong foundation to support the programmatic efforts of the ACLU.

In addition to her work for the ACLU of Illinois, Ms. Saltiel was an active participant in the early civil rights movement and the movement for women’s rights. Her courage and unwavering support for the ACLU of Illinois remained constant during the late 1970s when many friends and acquaintances left the organization during the crisis resulting from the ACLU’s decision to support the right of Nazi group to march in suburban Skokie, Illinois.

The James B. McGuire Journalism Award for 2003 goes to nationally syndicated columnist Leonard Pitts, Jr. Intelligent, informative and thoughtful, Mr. Pitts regularly writes in strong support of civil liberties – from gay and lesbian rights to police misconduct, the First Amendment and the current state of the movement to extend and protect basic civil rights.

Mr. Pitts began his journalism career as an 18 year-old college student in 1976, initiating his regular column in 1994. In 2002, the National Society of Newspaper Columnists awards their inaugural Columnist of the Year Award to Leonard Pitts, Jr. The ACLU of Illinois is pleased to add its recognition for his work, wit and wisdom, and to applaud Mr. Pitts for his on-going efforts to raise awareness about the critical constitutional issues of our time.

The editor and publisher of the Springfield-based, monthly newspaper Prairie Flame, Buff Carmichael is the winner of the 2003 Harry Kalven Freedom of Expression Award. In June 1996 Mr. Carmichael launched his publication to serve the gay, lesbian, bisexual and transgendered persons community in Springfield. From a humble beginning of the publication, it has expanded and is now distributed from Cairo to DeKalb and from East St. Louis to Danville. The Prairie Flame today serves as a voice for the GLBT community across Illinois, keeping the community informed on political issues and social trends. With a keen reporter’s eye and a passion for social justice, Mr. Carmichael has helped break down barriers in Central and Southern Illinois, raising awareness about important issues for the GLBT community, while helping to reduce hostility, hate and abuse aimed at that community. His pen – that is, his word processor – has helped shape and change opinions about the GLBT community in our state and to help coalesce political and social action within that same community. His commitment is worthy of our praise.

A recipient of the 2003 John R. Hammell Award is Tom M. Tunney. Mr. Tunney is a successful restaurateur, serving as president of the Ann Sather Restaurants in Chicago, who used his profile in the community to work on behalf of GLBT rights in Chicago and across Illinois. When HIV/AIDS first began to devastate the Chicago area, Tom Tunney responded with generosity and concern. His restaurant provided free meals for those in need, he supported a local program providing meals to those who were home bound, and he helped conceive and initiate the “Dining Out for Life’ program that raised funds to support AIDS causes.

Throughout many years, Mr. Tunney has provided frequent financial and in-kind donations to support GLBT and HIV/AIDS causes. His leadership has encouraged many business leaders throughout the Chicago community to place HIV/AIDS and GLBT causes on their list of regular donations. This support has been most valuable in advancing these causes in the Chicago community.

David Bentlin also is a 2003 John R. Hammell award recipient. A committed activist from Normal, Illinois working to insure basic human rights for all persons, Mr. Bentlin has worked for years to secure passage of local ordinances in Bloomington and Normal that include sexual orientation as a protected category in anti-discrimination laws. After more than six years of struggle, setbacks and false starts, both communities now have adopted such ordinances.

These achievements would not have been possible without the hard work and consistent effort of Mr. Bentlin. Over these many years, Mr. Bentlin has written articles and letters for publication, spoken with countless community groups and rallied others to support non-discrimination ordinances in the two Central Illinois cities. In addition, Mr. Bentlin directly lobbied members of the city council in both cities, making persuasive legal and moral arguments that assured victory for the ordinances in both legislative bodies.
