The Chicago Sun-Times reported on a proposed consent decree in a lawsuit filed against the Director of the Juvenile Justice Department, which aims to improve conditions in the department's eight facilities across Illinois. The ACLU of Illinois has kept a close watch over conditions in the state's juvenile detention facilities. This proposed consent decree will improve the quality of  mental health and education services, excessive use of solitary confinement, violence from staff and other detainees, and other safety concerns.

“We are optimistic the proposed consent decree we’ve agreed to with Director Bishop will solve the problems, and we’re looking forward to working with the department to solve these problems,” Adam Schwartz, senior staff lawyer for the ACLU of Illinois, told the Chicago Sun-Times.
