Every American cherishes the civil liberties promised by our Constitution. However, the words alone do not make these rights a reality. We live better lives and are a better country because of the ACLU. 
Ben Wolf, associate legal director for the American Civil Liberties Union of Illinois, spoke on WBEZ’s “848″ program Tuesday about the recent settlement brought about by the ACLU of Illinois.
The settlement will require state officials to allow residents in “institutions for mental diseases” or IMDs to move out into community-based settings.
